Most of the training programs in Israel which require student to have a Bachelors Degree are Diploma programs only, and do not offer Masters degrees. The aim is to have all programs eligible to offer Master degrees. In the 2003 Health Ministry Bulletin it states that all new programs will have to be recognised by the Higher Education Commission in Israel as able to bestow Masters degrees. Five years from the date of publication of the 2003 bulletin all programs that are recognised today will have to apply to the Higher Education Commission in Israel and be accepted as Masters granting institutions. The Health Ministry will rescind its acceptance of institutions, which will not meet the Higher Education Commission in Israel’s requirements.
